Locked out of Mini Windows PC

I purchased one of those little mini windows PC last year to use as a media player/PC attached to a TV with wireless mouse/keyboard
However I got distracted and didn't really set it up
I now realise that I've forgotten the password and can't log-in - even worse it's telling me I'm locked out.

How do I get back in, or create a new account?

  Just reinstall windows from a USB and start again

  Can you press F8 during bootup to get the Windows start up menu and then go into safe mode and change it?

  Just throw your rebuild / win 10 - 11 USB etc and reinstall, does not take long and then ensure this time you enter U/P into password manager of choice.

  There's this trick where you can boot into the recovery menu and make utilman.exe open cmd.exe, so when you click the accessibility button on the lock screen it will open a command prompt which you can use to reset your password.

  If you don't want this trick to be possible and other people to get access to files on your computer easily, you should enable disk encryption using something like Bitlocker / Device Encryption.

  Surely it's got a built in back door if it's one of those Chinese ones..
