These were part of a fundraising campaign, and now that the campaign has ended, they have ceased accepting purchases for it, and instead of pulling it from the store completely, they have opted to just make it free.
I know that, that was always the plan.
Just as they've always been (profanity) ugly.

Personally, I like to play around with the different suits in photo mode. I wouldn't use them for standard gameplay.
That makes it even worse to be honest. A charity campaign and they create these abominations. Wonder how many they sold compared to if it was something people wanted to wear.

@solidsnek, thanks for sharing. FYI, not for promo of PS5 release. And as far as I am aware, their is no intention of making them paid for again. but you never know, they might restart a charity, or just pull them from the store completely.

Nah reddit is good, but helps to verify stuff, people make assumptions and pass it on as fact, then everyone assumes it's right and passes it on. Can be misleading.
Even me after looking into it couldn't find out if it was going to be free forever or if they are going to pull it off the store (which i something they will possibly do so giving it away free might be a last chance to get it before it's gone for good), either way, it's free so get it while you can. the pack also has extra stickers and goodies for photo mode. so worth bothering just for more options.
