Excellent question. My theory is that by making it a "special" they get your attention and engagement. This is more financially beneficial to them.
It's the same reason some politicians say and do ludicrous things (e.g. unproven small nuclear reactors will solve Australia's energy needs - vote for me!)
In my view, it's basically attention manipulation.
What do others think?
Marketing is part of the equation but the ACCC has already suggested a more sinister ploy may be at play in Colesworth's "discount" pricing.

Haven't followed cashew prices closely enough to know whether they fall into the illusory discount category but I and no doubt thousands of others did notice when the packet size shrunk from 800g to 750g - without any downward price adjustment (standard business practice in this country these days). Essentially an instant price increase of 6.75% irrespective of the asking price.
