Bought the $10 Target and they are just hard plastic and not comfortable.

What context are you using this in? At home? For travel? Full size high chair? Booster seat? How good is their sitting? (Some kids need more support than others at that age)
Some of the good ones are expensive but you can get them cheaply on Facebook marketplace. Some people are great and have given them a good clean before selling, otherwise DIY.

Peg perego (this is what I had, bought for $80 second hand then sold it for the same later. But I got it at 4months (baby sat very early so I felt I got a lot of use from it), what I loved about it was I could wheel it round the house with me when I was doing jobs and things so it served as more than just a chair for feeding)

They definitely are legal. As long as all the mechanisms are well designed and engineered a folding high chair is just as safe as a non folding one.
