They are offering the game for FREE (for a week) and in turn they ask that you upvote the game on Steam Greenlight. However, you won't receive a Steam key for when the game is released on Steam.

A bit different. First it isn't steam it is a developer who is using steam. Second there is no actual sign up or like requirement to get the deal, they just asked you to.

Good site with info on the various bridge building games. Enjoyed the original Bridge Builder and Pontifex back in the day, this sounds like the same kind of thing with more modern graphics, I'm in.
Basically, this game lets you realize that they just need to increase budgets for bridge construction by 10%. It's only difficult because you aren't allowed to use adequate materials.
while basic this game is fun!
for me, the challenge is to build the brige as cheap as possible to get the bonus points
