          It is against the Activ Visa gift card terms and conditions to use it to make transactions at the ATO:

          1. The Card is a prepaid card that can be used for purchases of goods and services, where prepaid VISA Gift Cards are accepted and processed electronically (excluding cash and cash equivalent transactions at ATM’s, over the counter at Financial Institutions, transactions at the Australian Tax Office (ATO) and merchants and merchant groups who elect not to accept VISA prepaid gift cards, or in any situation where the merchant requires identity verification against the card details, or who are excluded from Category Visa Gift Card use).

          I tried to make a payment on the ATO website in late 2022 and my transaction was declined.

          Others have tried more recently and also found their transactions were declined.

          Blackhawk Network have a habit of blocking transactions at the ATO on their prepaid gift cards, as the OnlyONE Visa gift cards also blocked transactions at the ATO.

          • @WookieMonster: Thanks for checking. Thought it may have been similar to the Coles Mastercard gift card where it could be unblocked.

              @trixieb: I think the Coles Mastercard gift card situation is different, because their Cardholder Agreement has never explicitly stated that transactions at the ATO are blocked.

              The original version of the Activ Visa gift card terms and conditions also never said anything about transactions at the ATO being blocked, which is the reason my comment in late 2022 questioned whether a complaint to AFCA against Heritage Bank (the gift card issuer) was warranted. I suspect someone actually lodged a complaint, because Blackhawk Network eventually updated their terms and conditions to specifically mention transactions at the ATO as a blocked transaction. In my view, if it is called out in the terms and conditions, you do not really have a lot of grounds for an AFCA complaint…

    • What's the benefit of using prepaid cards at ATO?

        You can purchase the GC's with your CC and get points. Sometimes these cards can be purchased at a discount. Some people may have a set amount to spend on a new CC and this purchase would qualify.

  • Can these be used to pay ZIP?

    Using ZIP to BPay ATO as it's blocked.

    • Wait you can use zip pay to bpay ATO? That is a game changer for me.

      • Yes but it's limited to $350 per month. Some people get increased to $1000 but I have not been after over 12 months.

        Will depend on your ZIP limit, but nothing stops you from splitting your payments.
        Haven't been hit with any $2.50 bpay fees either.

        Not sure what Yola meant by $350 a month, I pushed about $12k over the last 2 months for card spend requirements with this.

          • @ggfatty: Last march I ordered a gift card for $285 with $15 bonus and I received 570 velocity points. Fingers crossed that would mean also gettting 2% off in points this time :) Also it took a day to track.

      • Hello. Please kindly educate me whats the catch of using the prepaid card to pay Vicroads rego vs using a credit card paying rego directly?

          Some credit cards will consider payments to state Department of Transports as a government transaction and therefore offer reduced or no rewards points on the transaction. This just washes the payment through an accepted method in order to ensure you earn points.

          Ah bugger, misread. Yes you can load into apple pay and then use instore at coles with no issue.

          Coles Mastercards can be used at the ATO unlike these but I don't know why you wouldn't buy them directly. There's no advantage to buying these first that I can see.

  • I'm still in Blackhawk jail on my main phone (can't add Blackhawk network cards to Apple Pay, can on my watch, can on other devices)

    Anyone know if it's permanent?

  • Just overpay your council rates and then get them to do a refund to you via EFT.

    • Just wondering if the council is obliged to refund to the original payment method. Almost all of the merchants I've come across have a policy of refunding to the original payment. Not sure about the council though.

      • Our local one doesn't - it's in the merchant agreement for most businesses you are correct - but not all merchants follow the agreement (perhaps out of their own carelessness).

        • You are lucky then.
          With the merchants I've experienced, the refund transactions seem automated through their systems.

          • @trixieb: Our council uses Commonwealth's Commweb portal which doesn't seem well integrated with their CRM. Another option you could do is to pay in person via an EFTPOS terminal - these transactions are not directly voidable after 24 hours. But it's a lot of effort to go through.

            We tend to prepay our rates anyways - only found this out by accident one time when trying to transfer the paid amount to another property.

    • It has in the past when I've used them in-store. It doesn't work for Costco online as that does a Secure 3D check.
