thinking about putting one of these in the backyard (attached one side to the back wall)
Planning to apply for a property- looking at monash council website:
Pergolas and gazebos
Under Schedule 3, of the Building Regulations 2018, a pergola (an unroofed structure) and a gazebo may be exempt from a building permit if it meets the following criteria.
Please note, if the pergola has any type of roofing (even partly roofed) the structure would be deemed a verandah, which does not have the following exemptions and a building permit would be required.

So wondering is this technically a verandah?? When would a pergola have no roof

The exemption differences apply due to roof vs no roof and size limits
As per their regulations
eg
10m2 structure with roof = Gazebo
20m2 structure no roof = Pergola (an unroofed structure)
a roofed structure that is at least 2/3 open,associated with another building not used for the covering/storing of vehicle(s) = Verandah
automatically not a gazebo which is 'freestanding'
based on your councils regulations, roof and attached to existing building, thats under the 'verandah' requirements
