Alright so it's back.
However,
1. You'd need a German Proxy, swiss and austrian didnt work.
2. Use Chrome as it will automatically translate into ENGlish
3. Use proper Proxy server else you wont see CAPTCHA and keep getting a message about "control words"
4. Give it a few tries as it may be slow or proxy might not be working. - as nvox said above

I just got it to work using German ip proxy in firefox a bit slow (not sure if site or proxy slow) but it worked.
First visited www.google.com to check if google redirected to German google as some proxys didn't work or were wrong country even though they were supposed to be a German proxys

Got a code. Here's what I did:
- Use Firefox
- Install FoxyProxy Standard add-on
- Configure FoxyProxy and add a new German IP proxy (got a working one from http://www.proxynova.com/proxy-server-list/country-de/). Just type in the IP address (no need for http:// or https://) and the port, don't really need any other config
- Enable the FoxyProxy option for this newly added German IP proxy. Go to Google.com, it should load (if a bit slow), and if the proxy is working, it should load the German Google (or have a link to google.de on the bottom of the page)
- Do the rest of the instructions listed by the OP. Note that you'll get sent an activation email which you must use the link inside to get the code (again, use the link with the proxy still turned on). You should then get another email with the actual code. Once you get that, you can turn off the proxy and proceed normally.

how do i redeem the code?
- visit http://hitmansniper.com/redeem using a german proxy
- Click on the redeem tab
- Sign up for a Squar Enix account and verify your email address and login.
- Go back to the redeem tab, select your platform and enter your code.
- It should then give you the actual code to use for redemption for the platform you have elected

You receive an email. Click on the link in the email and you will be taken to a page with a code. now go to http://hitmansniper.com/redeem and click on the redeem tab.
Here you will see the 0000's, click on them and type in your code. It will request you to either login or register an account with Squar Enix. Register and account, which also requires email verification. After that is done, you should be automatically still logged in, if not log in to your new account. Then return to http://hitmansniper.com/redeem and proceed to enter your code :)

I did however manage to get a code after an hour or so of trying different proxies and many attempts at the captcha.
All that for a one levelled and one mission game that only lasts 4 minutes. No wonder they're giving it away. It's basically like a demo.

If it's the same problem I had "Failed to initialize Steam", just close Steam and reopen it then try playing the game again.
