I don't think it exists, other than paying with a reward credit card to earn points. The very idea of "cashback" is merchants paying commission to earn customers, and it's usually coming out from their marketing budget. If you are already a customer of a telco paying monthly recharge, I don't think they want to pay cashback companies commissions to keep you.
