Phone Plan for Mum - Oversea CHINA Calling - Little Data

Boost is getting rid of their $230 Yearly plan soon. I want to find a similar plan. My mum uses very little data (probably <3GB a year) but needs the oversea call to local/national and to CHINA phone numbers.

What SIM card do you suggest for her?
