  We got lucky the dips come free. So for $10 + free 4 dipping sauce. It’s actually a good deal.

My local store is not accepting app order due to IT outage. Wondering if they would honour the promo in-store without the app?

  Happened to me a few years back and rang the store I wanted go to, asked for manager, explained and he said no problem just come in and we'll honour it.
  Ymmv, try ringing.
