I was still able to claim this DLC despite not owning the game. This may be grounds for Microsoft to provide you with a free game code. Although they may reject you based on the date you claimed the DLC.

From the Steam blog post.

If you played Forza Horizon 4 through Xbox Game Pass and purchased DLC content for it, worry not: by having an active, full-paid (not discounted) Xbox Game Pass subscription on 6/25 you will be eligible to receive a game token if you have purchased any extra content for Forza Horizon 4 through your Xbox Message Center. Codes will start to be delivered in the following days, please bear in mind that it might take a while before you get your token.

    FYI:

    We have made the Free Mitsubishi Car Pack for Forza Horizon 4 available again in digital retailers!
    We mistakenly removed this DLC on 06/25 but have started rolling it out again!

        I believe Microsoft has announced if you played the game through Game Pass and purchased any DLC, you'll be gifted the standard edition.

    Fantastic game!! Prefer 4 to 5.

    I bought Ultimate edition a few years ago on sale for $67.

    I have all the DLC cars except the Hot Wheels car pack which won't download for some reason (marketplace error).

      I saw a mint condition Mitsubishi mirage on the weekend, beautiful black paint and without any ridiculous fart cannon exhaust… Which was the style at the time

      You will still "own" it if you buy it

    Got this on Steam last week. A bit strange they give you everything else but not this in the Ultimate edition of the game

      there is a lot of car packs missing from the ultimate edition they have delisted

      they felt pressured to release this again as its required to complete the final forzathon series which is tied to several achievements that will no longer be unlockable after August 22

      sucks because they delisted the rest with no warning or way to aquire them

      the packs like $11 for only 5 cars, so its for the best

      think we missing out on only a couple of car packs, it might be forza horizon 5 that there is over 5 of them

        According to steamdb.info, there are 61 DLCs for FH4. My Premium edition shows 51 DLCs. Might see if I can see which ones are missing.

        EDIT: Too difficult to reconcile as the steamdb DLC list shows the name of the DLC while the actual Steam DLC list shows a list of individual cars.

          It's confusing, but the Ultimate Edition is missing 3 DLC content-wise:

          • Treasure Map - was $5, can't get it anymore
          • Mitsubishi Car Pack - available for free now (this deal)
          • Hot Wheels™ Legends Car Pack - was $15, can't get it anymore

          The other DLCs are all part of the Car Pass, which is included with Ultimate.

    If you have the game on gamepass, you can add this via the Xbox store still. Not sure if it will count to get you the game when they remove it or not though.

    Doesnt work. Before you can add this product to your Steam account, you must own the base product.

    it works on Xbox app though.

    @TeddyBear Thankyou very much! 👍 I had Forza Horizon 4 Ultimate on my Steam account from a while back, but I'm glad I checked because for some reason I didn't have this pack, looks like a good one too, cheers 🏆

    BTW, while on Steam just now, I checked and noticed that a couple of other FREE DLC's were there, so I quickly snagged them too! Might be worth folks checking these out in case they don't have them and perhaps you can add them to the post to alert other people of them too? It's the 1967_Sunbeam_Tiger and the 1979_Talbot_Sunbeam_Lotus
