As the title says I need a new road bike. Lookign to spend upto $400 and need it asap. Does anyone have any suggestions on a decent road bike?

Like JayOh says Hybrid is better, commonly known as hardtails.

A good place to start would be bikeexchange.com.au - you can search for new and used bikes all over the country.
You'll need to have a good idea of what sort of bike you want and how you will be using it - road bike usually refers to something that looks like a racing bike, with the drop handlebars. Hybrid bikes are a similar frame but with a flat bar so you tend to ride more upright.
Road bikes are usually more expensive because they will have better components and lighter frames, as they are more of a sports option. Hybrids will be a bit cheaper as weight is slightly less of an issue.
When you look on Bikeexchange you'll see only about 2 pages of road bikes under $400 and 30 pages of hybrids.
Stick to brands that are familiar as they are usually built better, have better components and are easier to sell if you decide to upgrade down the track.
