I bought multi-city tickets last year to the US via Japan on ANA, from the ANA website, the purchase was in USD
From my experience they don't charge you foreign transactions, some might charge cc merchant fee (I think SQ does this), but what you pay in the end should be what's gonna be on your cc statement.
I didn't get charged on the HSBC start alliance card for ANA tickets (return tickets to Japan) via ANA au website. I got charged fx fees for GOG game purchased in AUD by comparison. Do your own research as some cards will charged fx based on where the transaction is processed regardless of currency.

The other thing to consider is that it may be worth paying the fee anyways if your credit card activates travel insurance, which a debit card wouldn't include
Yes, it was foreign transaction for me. I booked early last year where the price on the ANA site was in AUD, but I was charged a foreign transaction fee using Citi Premier card.
Its a foreign currency fee, the website will quote in $AU because thats your point of origin for the flight.
It's probably safest to check with your bank before booking, as they charge the fee.
It's been a few years since I booked direct with ana but wasn't charged a fee.
They appear to accept PayPal so you could try that as a way to pay the charge locally?
