Can anyone please recommend a tried and trusted Independent Pre Purchase Car Inspector in Perth to inspect the car I am thinking about purchasing?

Good to know. From my personal experience, I personally wouldn't put anything past them. Some of the porkies I have been fed are real eye-openers. I am happy to hear you are a good seed.

As long as you're happy it's not edited or manipulated in anyway then put the $2 towards a litre of petrol.

I went to Perth once in 2006, nice place, but boy the PPI guys are dodgy.
I know a few guys buy a litre of petrol is a litre of petrol.
My friend put a deposit on a car and they sent her one page of the ppsr and left out part where it was a repaired write off.
that is terrible. They gave me both pages.

It was a toss up between the carnival and a pajero sport. The PS was too high for me to get into.

What make/model/year is the car and milage?
Assuming its dealer used/traded? or is it straight out of a second hand car lot?
I know its not what you asked, but it can influence how thoroughly you would want it checked (and who you should get it checked by)
This one is a '23 Carnival about 25k on the clock, from a dealer. I just cant get down to check underneath and would like to get a good look at the spare and rim as well.

That's some serious mileage for ~12 months
It is pretty much what I do…about 550 a week.
Assuming it was an ex fleet vehicle or used commercially with those kms in a year.
Its still very new and presumably under new car warranty. So what are your main concerns?
(Aside from the spare tyre/rim)

@angywoo: I mean, on a year old car with those kms id check the suspension.
But you would need to do some serious curb work (which would be evident by the rims) or nailing some good sized pot holes or speed humps at speed to really do any relevant damage. Most of the suspension is easily visible and can be checked yourself for leaks or boot splits.
Engine wise, not sure what you would do to a karnival in that short time.
I personally would just take a friend Thats mechanically inclined to double check for me as the risks are quite low on that sort of vehicle.
But if $300 gives you peace of mind, all the inspection companies are much of a muchness in Perth.
You will have to book in advance and also be aware that they hold no liability if there are problems later on that they didn’t find.Edit: obligatory YMMV
Id just be checking the service book to make sure the warranty hasn't been voided with missed service.

I've used redbook inspect twice and never had an issue with either. Both times I was looking to purchase from interstate and their report on both cars was enough to convince me to walk away.
For reference, 1 was an i30 that was struggling to start and the other was a van that had an oily looking substance coming out of all the little holes on the chassis as well as a frayed seat belt. Realistically the seat belt is an easy fix but the Ford dealer had already told me the car was in great condition with nothing wrong, so I wasn't overly inclined to believe much more of what he had to say.
Pre purchase inspections can often be overly harsh. I think their business model is to get a few inspections out of you before you buy a car/house.
I don't disagree with you, however I'd rather they be harsh. If they go too lenient then someone ends up potentially buying a lemon and than they go back to redbook (or whoever did the inspection) complaining they didn't bring up xyz issues.
At the same time they might comment on some "problems" with the car that might not be an issue to whoever is buying it and they can make that decision once they've read the report.
I highly recommend Redbook inspect https://www.redbookinspect.com.au/ as well. It helped me to make decisions as I am not a car-savvy person.
