Seems on the high side, yeah. For a quick spot weld I'd expect something closer to $350, including materials and callout.
Are you good with DIY? You can solder capillary fittings or use SmarteX press-fit or push-fit couplings.
How much were the other quotes?

315's not 33's and you forgot the foxwing and bolt on highlift jack that will never be used.
