Generally anything that supports the PD spec (Or QC) and does more than 5V is considered 'fast charging'.
In this case, it does PD 3.0 spec, 9V 2.22A (20W). Or 12V, 1.67A (20W).
Most phone these days support PD 3.0 and will charge at up to 20W using 9V. While many can charge faster for short periods of time, generally the overall charge rate is limited by heat generation and the average charge rate is similar. So charging at 20W, vs 27W, is only slightly slower over an entire charge. But will reach a partial charge (EG 50%) faster.
We have high standards here!

The 30Ah 20w power bank is actually $47.99 not $38.39. You need to fix the title it's misleading. You've taken 36% off the price not 20% which the actual discount is. This goes for the 100w power bank you mentioned as well.

This is a good power bank if you need a very large capacity. At 111Wh you can't take it on a flight without airline permission.
I have two, and the efficiency is ~85%, so 95Wh available, which is a good result.
They do PD3.0 spec, so 20W (9V, 2.22A) phone fast charging.
But also output 12V, 1.67A. I use mine to run various 12V devices with a 12V PD trigger. Especially LEDs when camping.
It has been cheaper before - as little $30.71, but I suspect we won't see that low again.

Thank you for your review, can you comment on how long you've had them and the quality/longevity so far?
Coming up to a year now. No issues to report with longevity or cell failure.
After using one fairly heavily for 6 months or so, I did a capacity test (posted in the comments of one of the links I gave) and I was down about 3.8% capacity vs new.
That power bank was fairly frequently run to 0% running LED lights at around 18W (12V, 1.5A). It was typically left flat overnight, then charged to full the next day, and left at 100% until next use. Or the same, but not run to 0%. This is not best practice, and I did not go out of my way to reduce wear.
I since bought another, and neither have been run as heavily the past 6 months. So I would expect further wear to be minimal. I will run a capacity test anyway out of interest.
Baseus did seem to have some quality control issues through Covid, and had anecdotally had high DOA rates and early failures. They seem to have sorted that now.

ok I think I'm thinking of a different model to what you have then.
the 30000mAh I previously saw from same seller for ~$58 could do at least 65w max output.
this one looks like a good buy if you only need 20w output though.
edit: think I found it its currently $62 with code. dont know why last time when I clicked the 65w link in this deal https://www.ozbargain.com.au/node/840945 it showed 26800mAh version. (2nd time I noticed this happening, the 26800 and 30000 on the same listing - the 2 versions do look identical though)

And at the time, I searched eBay in general for the 30,000mAh version but didn't see it. Now it is mostly 30,000mAh in all the listings and there is one 26,800mAh listing.

That sounds pretty poor! I'm not involved with their logistics at all. I can ask them but I suspect your issue can happen with any logistics provider. I've had bad experiences with all the majors. I used Sendle once to send a package to a lady and the courier left it out in the rain. The lady told me it was raining when he delivered it. A-grade stupid. Luckily I had packed it with enough layers that the actual product was unaffected.
Thanks for the response. Yeah I had quiet a few deliveries like that. Makes me think if the delivery drivers even think. I would rather they left it at the nearest post office to be honest. Next time I will do a Post Office Parcel box collection.
2 misleading photos that are making me hesitate. First image (thumbnail for link) says 30000mAh but shows the 10000mAh unit. Another image states "From low battery to full charge in a second". I know marketing BS is BS but it feels a bit XIELDOBREEKGVJEVNVEE brand instead of reputable.
The same listing is for multiple power banks. If you're suggesting that the listing might be dodgy, I've been dealing with this company a while and have never experienced any deception. If I ever have an issue (yes, I bought a set of earphones off them once that didn't charge properly), they rectify it promptly.
If the creative writing worries you, that's a personal decision. I've read lots of marketing blurb from non-native English sellers that makes me cringe but in this case, it's not intended to be misleading. More a poor choice of words.
To be fair, Baseus is playing the game that eBay enables. But don't pretend they are not being purposefully misleading with the images and title.
Most eBay sellers resort to this. I have seen the same tricks used at a job I used to have, until my boss pushed it too far and got an ACCC complaint and investigation rather than refund a customer who was misled. I left after that.
Baseus can get away with it even better
EG, in search results, the title and text in the first image say 30000mAh, but they use a picture of the nice thin 10,000mAh. This will get a lot more people clicking the listing than if using the chunky 30000mAh model in the picture.
The listing title is for 30000mAh 20W model but there is only one actual picture of it. Almost all the other pics are the 10000mAh.
Even worse, if you select the 20000mAh model, it uses a picture of the 10000mAh model. This is 100% false advertising.
Then there are problematic pictures like the 20000mAh version being labeled as 30000mAh in the flight safe section. And even that should be saying the 30000mAh needs airline permission to bring onto the plane.
It's also super dodgy to have a 30000mAh 20W power bank listing with multiple models, but then slip in a 15W 10000mah one. This is 100% done to make the lowest price of the listing lower. Baseus pull the same crap in one of the 65W listings, where two of the three options are not 65W.
For an otherwise reputable company who makes great products, it is a shame Baseus stoops to these levels.
But like half the sellers online now, they are based overseas and (often) sell direct from Australian located pre-customs warehouses. Which means the ACCC has no power over them.
Thanks to our hilariously bad custom laws, Australia based pre-customs warehouses means you can buy something off eBay or Amazon and it arrives as soon as the next day, but it was not actually brought through customs until you paid for it. That means that under our custom laws, you (the buyer) are technically the importer and are legally responsible for making sure it complies with local regulations. If you buy a dodgy charger that kills someone, then you may win a free trip to jail as the importer. Even more fun, not knowing about this in no way absolves you of any responsibility, and there is no requirement for the sellers to actually tell you.
So uhhh yeah rant over. I know you don't work for Baseus, but maybe try not to defend clearly dodgy practices here. This is OzBargain. Just be up front that a company is using scammy dodgy tactics, but say it will personally save us 37 cents, and we are all in.
