In general expires Xday means expire start of that day (end of yesterday) or end of Xday?

The email states it expires Sunday so I'd assume end of the day Sunday but you're right it's unclear.
Often I see "expires 11:59pm on day/month/year", no ambiguity unlike when midnight is used, which could be interpreted as the start or end of that day.
It would be better if all parties, including OzB, would use the term "Valid up to and including this time (day)". Even the expires field on the OzB submit page could be read ambiguously as Expires beginning of this day, but fortunately this doesn't occur to most people.
Often people don't know precisely and are just doing the best they can.
You missed the point. It's not an issue of the posters but rather of the label for that field that could be ambiguous.
We've introduced "Start" date recently, and should probably rename the field "Expiry" to "Finish" date, where a deal is valid between these two dates inclusively.
End of day.
