Not at 140W, as the XPS 9560 does not appear to support PD spec 140W (28V, 5A) USB-C charging.
It seems Dell did some higher wattage USB-C charging but it uses a proprietary charger, so was probably higher current, rather than higher wattage.
It should charge the Dell at 100W.
Note that no power bank will charge the Dell at more than 100W.

I suspect your only option is a power station, rather than a power bank, which will do 240V, and let you use your normal 130W Dell charger.
Something like the Allpowers S200 might work. It has a high enough AC output.
At 154Wh you can carry it on board, but need airline permission.
I have not tested it though, so can't speak to how good it is or not.

I have purchased this item to charge my Dell XPS while travelling as this is what it says on the ad in Amazon. I can confirm IT DOES NOT CHARGE MY DELL XPS. Keeps giving me error of a WEAK CHARGE STATE when I have it plugged in. Dell XPS required 130W to charge… this is suppose to output 145W. But alas it does not.Misleading advertising if you ask me. I have passed my refund date and will be pushing the issue.
That really highlights the issues with user reviews. People complaining about a product when they haven't looked up what their device supports.
Good power bank. I have one and have tested it fairly extensively.
Efficiency is on par with the Anker 737 and ZMI No.20 at around 85%. The Ugreen is a bit more compact and a touch lighter. While never an issue for actual real world laptop charging, on the load tester at full tilt it does limit the output sooner than the Anker or ZMI power bank - no doubt to avoid too much heat in the closer packed internals.

Is there any smaller power banks you would suggest? I have a Baseus one that we use for our phones but the USB ports have all fallen apart. Looking for a QC 3.0 one that'll charge a smartphone 2-3 times
Most power banks do QC on the USB-A ports. But most phones these days also support PD spec charging.
How many charges you get for a phone depends on the battery size. Normally a 10,000 mAh (37Wh) power bank does 1.5 to 2 charges for a phone. And a 20,000mAh (74Wh) does 3 to 4 charges. There are very few power banks with capacity between these amounts.
What phones are they?
I have tested this VRURC 20,000 mAh power bank and it has excellent efficiency. It's currently on sale for $32.19, which is a good price. But it's often on sale for around $35 anyway.
I quite like the INIU power banks, and they have an excellent 3 year warranty.
The $29 INIU B6 is 10,000mAh, and the $49 INIU B5 is 20,000 mAh. Both are great, but often pop up on sale for a bit cheaper.
Depending on your phones, or if you want to charge other devices like a laptop, there are higher end power banks.

The phones are both 2yo Xiaomis - a Mi10T Pro and a Mi 10 Pro.
Neither last from getting up in the morning to lying down of an evening now so we tend to play tag with the one cheapie power bank in the house that works.

@OZBMate8911: Looks like the M10T does 33W PD charging and the Mi 10 Pro does 50W PD charging. So you could expect faster charge speeds with a 30W or higher output power bank.
That said mostly the phones don't spend much time at the peak charge rate, so it won't be hugely faster than 20W charging. But it can make a noticeably difference in the first part of the charge. The Xiaomis have large batteries ~5000mAh), so you will need at least 15,000 mAh to give them one full charge each after charging efficiency losses.
The INIU power banks are good, and they have some higher output ones. They tend to go on and off sale every second day.

Seems great. (I have been testing one). Seems to be about the cheapest quality option.
Definitely meets the advertised spec. Decent 87% efficiency (wired).
Magnetic grip is strong. Works well on magsafe compatible cases (I have a Pixel).
I get the full 15W wireless charging through a case. Wireless efficiency depends on the case and phone, but don't expect much over one full charge depending on phone.
Does 20W PD charging via USB-C, and charges itself at 20W. It does pass through charging too.
