How much is the item? What category is it in? Those codes are targeted as per their description.

Do you mean there is a fake eBay site you are trying to buy from, or the legitimate eBay is sending false codes?Or perhaps the codes haves terms and conditions? They have a support function if you think it is the real eBay site and the code is not working despite you complying with the terms.

Maybe this is just a huge coincidence and before today they've only ever bought eligible items.

Its pretty simple , either you use ebay or you dont . I dont like their fee's either but you can always find plenty more scammers on gumtree , if thats more to you're liking.
If you look under your My Ebay->My Ebay Summary it ewill tell you what codes you can use. As others have said, read the T&C's carefully. Also check the lsiting. They always tell you if you can save money. Undet the buy it now/Add to cart section it will say pay only $xx.xx Show me how. This will advise what codes will work with that item. They dont work on all items.
i had a issue recently where the code wasn't working for student discount.
tried on a different browser with no changes to settings. it worked
If legit promo codes, they'll likely have some T&C attached to them that you'll need to read to determine if applicable to purchase or not.
