As above please recommend something within 50aud range , stock cooler is not doing job properly IMHO , recently reapplied thermal paste , cpu often at 100% with light load with temps above 90 degrees most of the time

The fan AMD provides is widely considered a perfectly adequate fan, unless you are into significant overclocking. AMD wouldn't supply it with their CPUs, and risk their reputation, if that wasn't the case. Big companies do their homework, and if they haven't it gets picked up and pointed out pretty quickly.
If you aren't getting an at least satisfactory result from it you are doing something wrong, and you are likely to have the same problems with another fan too.

Case ventilation is a good start.
I keep case open so more air come in/out
but I also read that can be bad idea@Flakuciernie63: You generally want airflow in one direction. This flows air over all components, even those without dedicated fans.
Air intake from the front of the case, then vented out the back of the case (air moves from front to back).
You should have more intake fans than venting fans, so your case has positive air pressure, to limit dust buildup within the case (assuming you have dust filters at the front of your case).
The Wraith Stealth cooler that came with my 7500f was not enough and the chip would easily hit thermal limit.
Running EVGA aio now and temps don't even reach 70c let alone 95+c. Huge difference.
Not sure why such a cooler was packaged with my cpu, but it definitely was not adequate. Wraith PRISM perhaps so long as I remember to flick that 'turbo' switch.

Not much, YouTube, browsing, light use I would say
Do you have a virus / malware? (perform a virus scan)
Open your task manager and see what app / process is using your cpu (keyboard shortcut: Ctrl + Shift + Esc).
Light usage like YouTube and browsing should have the cpu usage at about 10-15% for an R5 5600x.
Also disable some start-up apps that you don't normally use (also in task manager).
Something on your system is not working properly.Yes, I have a standard AMD fan on my Ryzen 5600G. The sort of light use the OP is talking about runs it at about 5% utilisation. Doing stuff like that now the CPU is sitting on 34C with the fan barely audible. As you say, there is something else that isn't working properly that the OP needs to sort out before he tries another fan.

Any thoughts ?Your psu loses efficiency over time, it can lead to some issues that you wont otherwise have thought of.
Most issues are usually either the motherboard or the psu.
None of that causes 100% CPU utilisation under 'light load'
And the PSU dropping output can literally not cause 90C under ' light' load. It simply isn't how thermodynamics works
Your CPU should not be running at 100% all the time. I'm guessing something to do with the BIOS settings.
Do a bios update and restore everything to factory settings, and then start to google.
Others have had the same issue, one person found "Storage Boost" utility in MSI Center > Speed Up section was the culprit.
Your results may vary.
How much paste are you using? Too much is bad too.
The amount should be about the size of a grain of rice.

Are you using the thermal paste correct? Have you taken the sticker off the heatsink? What is the temp at idle?

The CPU cooler on the AMD is fine - not extravagant- just fine.
100% of CPU usage under light loads is a red flag, short of gaming, heavy productivity and video encoding it really should be like 5%.I think you redoing the thermal paste has probably made it worse - I think it is clear you don't know what you're doing and have applied it incorrectly.
