    you can receive sms as long as you have roaming enabled on your device and the service you're with has the ability to do international roaming (which telstra does), the only reason you buy roaming packs/data is to send sms/initiate calls.

  not sure I understand - if this is 365 day period, when is the 2nd recharge to get the extra 165GB?

    It is 230GB when you first activate, when you recharge (at 12 months or prior) you will get 165GB as the bonus data is only included for the first activation.
