My laptop has a 4050 and a i5 13420H, and I'm looking to buy a monitor to go with it. My budget is around 220, give or take a few dollars, and preferably 1080p, as my laptop can not generate high frames on a 1440p monitor.

Many games, but not all. I think the majority e-sports games will have upscaling support, like PubG / Fortnite / OW2 / CS / Apex / COD
Don't expect that indie title that you bought from Steam from 2016 to support it, but I believe there are still tools and mods that allow you to inject FSR into games that don't support it natively.
For e.g I was able to get DLSS working on Starfield (release version) via modding tools even though it's an AMD sponsored title.
ohh i see. Yeah most of the games i play are mainstream so they should have upscaling support. is 24 inch 1440p reccomended? I feel like 27 inch 1440p will get me like 60 fps in games like apex and id like more frames than that

Apex is a pretty old game from 2019 using the older Source engine and a RTX 4050 should be powerful enough to it @ 1440 (natively) at above 60.

Laptops aren't designed to run gaming monitors well at all - stick with 1080p for best experience …

On games like apex and overwatch, i should be comfortably getting frames of 144+, and I'm fine with that. If this is the case, is a 1440p or 1080p monitor more suited for me?
Laptops are always a trade off, if you want to buy and play on a 1440p screen, then it will work, you will just have to play on graphics settings of medium or low … some people are happy with that, others prefer better graphics settings ;)
I see, thanks for your help. And to be honest I'm fine with medium settings, and i honestly prefer lower settings in fortnite
No suggestions for specific model, just want to say it may be worth getting a 1440p monitor anyway, as a higher resolution is still useful for purposes other than gaming. e.g web browsing and office productivity.
You can also use DLSS 3.0 or FSR to upscale games (i.e the video card renders the game at 1080p, and Nvidia's AI then intelligently upscales it to a higher resolution) and you might be surprised at how much it can improve performance.
