No, soap dries out the skin, which isn't a huge issue if you don't have any skin conditions but if someone has sensitive skin like eczema, then ordinary soap will irritate it.
Also, using a puff made of plastic netting makes it much cheaper and more effective. Better for the environment too. Win, win, win.

I imagine that a 1.5kg product in a soft pouch might have some bursting issues if packed in pouches only just big enough for the volume. They need to be able to survive being packed, stacked etc.
