Deals Excluding SA

As an international student here, could someone please enlighten me that why some deals (majorly in freebies) have excludes for SA or TAS?. Need some context for it.

    For some deals it's because the chain offering it doesn't own the franchise rights to SA.

    Because the stores offering the freebies don't have any locations in those states?

    Which deals in particular?

    Could say the same for WA.

    It's heavily biased to NSW, Vic & QLD, but basically thats the nature of Australia. The populated areas get more of the benefits purely due to the number of businesses and density.

    Simple economics :)
    I personally don't think its an issue, it's a nature of the beast.
