General rule of thumb is that you don't or if you do leave it for short periods of time. The professional thieves will use an angle grinder in broad daylight if they have to.
You'd want one of the tough expensive locks from Hiplok, Kryptonite or LITELOK to be safe. It's important not to put the lock somewhere where it can easily be removed, i.e. taking the handle bars off to slip the lock off.
I avoid parking my scooter as much as possible.
If you go to the shops grab a trolley and push it around with you.

Depends on your scooter. If you have a disc brake, padlock + cable is a reasonable short-stay deterrent. I had a cheapo disc brake lock that jammed and needed tools to remove.
