I have one of those elcheapo ukulele. I think I bought it for $20 new a while ago. The thing is, the ukulele needed to be re-tuned almost everyday. I am not sure whether it is the strings or the ukulele itself. I got sick of retuning it everyday and gave up trying to learn to play it after a while.

It's for stopping screws from moving. If you ever unscrew something you've bought (can be a laptop, fridge, even a tv remote) and find some dried paste on the screw that you had to crack before the screw came out, that's pretty much Loctite.
The common one requires a fair bit of force to undo. There's another type that needs to be baked or drilled out. Careful which you get

get the purple one, it's the least strength. blue is a little stronger, red is too strong for your application

you'll find the threadlocker useful for other stuff - glasses screws that keep on falling out, pc repair screws, anywhere you want a screw/bolt to not work it's way out

There are also Chinese knockoffs available, I'm not sure the quality though (I would stick with loctite, BSI or permatex). Just make sure you don't buy red accidentally (ask me how I know :P)

It's because the tuner pegs are garbage. Not much you can do about it but at least you'll get good at tuning the uke.

No. That's not typical unless you play the hell out of them everyday.
