pointing out the obvious… any decent businessperson would have worked out his margins already.
i don't pity those who cry poor and claim that they are selling at 'cost' all the time though. ('famous' local electrical store franchise, i'm looking at you.)
Someone somewhere along the line is paying for it in some way, the box of paper itself probably isn't worth all that much at cost price, I guess there's enough margin in $150 worth of other stuff to cover not only the cost of the paper but delivery too.
I've bought cartons of A4 paper before, they're pretty darn heavy. A cross town courier probably wouldn't be all that much but start shipping into regional areas and whatever margin they've made on $150 would start to shrink quickly.
I guess they've worked out the worst case scenario and came to $150 as the slightly above break even point. Who knows, they'll never tell us :)

Funny last I checked WA was part of Australia however we are still Persona non grata at Staples :(
Do you also ship the paper at NO extra cost? It must cost a small fortune to individually ship a box of paper, can't imagine you're just absorbing that cost ?!
