Why Am I Still Getting an International Rebate from ING Bank?

I was wondering is anyone else getting an International fee rebate from ING? I think it's only one part of the fee. For example in the Philippines I withdrew 20,000 pesos. A 250 peso fee was included in the amount. This works out to $6.81 AUD. This amount was not refunded. I assume this is the ATM operater fee in the Philippines. However there was another fee of $5 that was rebated. I thought ING cancelled all International rebates or am I mistaken?

    ING stopped giving you the ATM operator fee, but still rebates you their own fee I think

    See post from April this year:

    "Effective 1 August 2023" that "There are no rebates available for international ATM operator fees."

    In other words the "fee" ING are rebating are one of thier own making that many other banks dont charge to begin with.
