I just checked a Melbourne store and Bendigo. Both have the surcharge, although it's 15%, not 20% as stated in the email.
guess not all store, tried at a store near me and getting this "THE VOUCHER 186098 IS NOT ACCEPTED BY YOUR SELECTED STORE."
Do you get any type of popup or see any banner when ordering? I noticed you could get the deal that way without any vouchers when testing a few stores. Possibly they won't appear at your store though.
