Does AmEx Still Offer Promotional Upgrades (I.e Extra Qantas FF Points) from Discovery to Ultimate?

Hello,

For the last couple of years, I've held onto an AMEX Explorer card. Every year or so, I would get an offer to upgrade to Ultimate for $425,and get 60,000 Qantas points for doing so. After I made the minimum spend and received the points, I would downgrade again and wait for the next offer. It has been over a year now since the last offer, and I am now wondering if I should wait for a new offer, or just cancel and wait the 18 months until I am eligible for another offer. Has anyone received a similar upgrade offer in 2023?
