But it doesn't show up as free with Prime nor as free with $59 purchase. It is listed as sold and shipped by Amazon Japan.
Other low value items also shows shipping and not Prime/$59.
Did the free shipping policy from Amazon Japan change?

It uses an algorithm.
I've seen a similar thing with UK and US items this year, for example, some watches have a delivery fee (and some are ridiculous). I have Prime.

I’ve found the same from Amazon US with jeans (ie. A Prime item may not be free shipping because of how it’s priced). It’s been this way for at least a year (that I know of)
There is definitely still free shipping from Japan (I have a few things in my watch list still eligible).
As others have mentioned, for whatever reason individual items may no longer be eligible. I have a bunch of things in my watch list of items from the US which are no longer eligible for free shipping and these never changed back to free shipping.
Amazon Japan items on Amazon.com.au have always been a mixed bag with some free Prime shipping and others paid international delivery. Not sure how their system calculates which is which.
