Right, so 30cm high, 30cm deep boxes with a back port which are designed to be placed far away from a wall. As PC speakers where the monitor is usually backed up to a wall. At almost double the stated price of the OP's budget.
@OP just get some Edifiers.

How big are the Edifers?
Edifier makes at least a dozen models. As an example, the ones linked below are smaller, under OP's budget, and front ported. They are practically designed to be PC speakers.
I'm waiting for a set of Edifiers to appear on Ozb.
If you have desk space, consider a compact soundbar plus sub.
Studio monitor style self powered speakers are the way to go. With enough power and quality they will sound better than any 2.1 sound bar in the same price range. Sound bars are good, but they aren't great value compared to real speakers atm.
I have the AudioEngine A2+ which goes on sale around that price. I chose them as they're compact.
