What are the best free/minimal cost options to do this and where to give it?
Been letting hair grow out for about a year and wanting to donate the hair.

there are places who will take your hair to make wigs for cancer patients or people suffering from alopecia. If you live in one of our capital cities, the cancer ward at your major hospital will gladly help you to donate your hair. I believe it has to be a minimum length. Best to ask.
