Trying to enter the Chilling Pen Award competition which requires pdf submission by midnight.
Have created the file in word
Have tried a number of free pdf softwares but they don't save unless you upgrade to paid.
Can anyone suggest a simple free way to create and save a pdf file?

You can print to PDF, PNG and a bunch of other formats in the free version. I have used it for the last 15+ years and never paid a $ for it.
Word should be able to do it.
Alternatively you can get the free and open source LibreOffice from https://www.libreoffice.org/
In LibreOffice Writer: Click File —> Export As —> Export as PDF
pdf file sounds so seedy. The F already means "file". How to create a pdf file, probably get them into lolita genre anime?

In Chrome browser, open new tab, drop the notepad file to it then print with Save as PDF.
Save as -> then select PDF from the dropdown box….
