Is this really the case for other power banks?

No, its wrong. Operating voltage of lithium ion battery cells inside the power bank is about 3.7V while traditional USB interface is 5V. Thats why 10000mAh at 3.7V ~ 7.4mAh at 5V. The convertion lost is just about 5 to 10% in good powerbank. In short, the power it provides in watts (Ah x V) is about 5 to 10% less, not 30%.
In short, after voltage conversion and conversion loss, it's 30 to 35% less.

Mate, power is measured by watts, not ampere or volt. Since the wattage is pretty much the same 10000x 3.7 vs 7400x5. You cannot say it lose 30% of its power because of the mAh diff.

I bought one of these a while ago and I'm not particularly impressed by it.
The 10,000mAh advertising is borderline deception. It charges devices attached to it, yes- but I might get a useful charge of 6,000 mAh (not sure).
And yeah I know- all powerbank manufacturers probably use the same measurement system so it's certainly not the odd one out. But if you want to charge iPads and the like you'd probably want a 20,000 mAh unit.
