Sometimes I see people selling Samsung devices at a low price, and when I ask, they tell me it's some Telstra code that can be bought at half price.
Is it true? I wonder how to buy a mobile phone through such behavior.

Lot of large companies have access to the Samsung Employee Purchasing Portal (or EPP), but not sure if other companies (apart from Telstra) have access to the training and codes

Anyone with a .edu.au email address can sign up to the Samsung Education Store which offers a minimum 20% discount on selected products. Sometimes that discount increases.
It works the same way as Samsung's Government and Employee portals.
Telstra code is only through telstra employees, and that is where the biggest discount is from.

Telcos, like Telstra, have access to a portal to buy Samsung products. With pretty much every new Samsung release, there’s training quizzes you do and upon completion, you get sent a code to use on the portal
Sometimes the code is 30% off, sometimes it’s 50% off. (Eg; flip/fold 5 is 50% off)
There’s a one device limit per employee
