Anyone have experience with ebay portable HD's likes this

There is no conceivable way that's not next-level dodgy.
The usual scam there is that the storage is either bad (eg stock picked out of reject bins out back of the chip/HD factory with few enough unstable sectors that it might pass a simple test) or hacked (has been flashed to make it report a larger capacity than it in fact has, which can be hard for even some fairly sophisticated programs to detect without a deep scan). Probably both.
Very occasionally it might be extra-old, extra-slow refurbished stock repackaged into a new HDD enclosure.
Because most people post reviews immediately after plugging the storage in, checking what Windows reports the capacity to be, and then moving on with their lives sellers can often get good runs of 5 star reviews. By the time the HD fails it's usually far too late to do anything about it, and indeed, by that point people will often just pass the failure off as bad luck.
Only ever buy sealed name-brand storage. Hacked generic/unbranded storage is one of the oldest and most common ebay scams out there.

Should be fine if you don't plan on storing more than 16gb on it.

I will never buy again from this seller, first because he tried to make me receive an item i did not want and i told him not to send me the iterm, second he is selling flash drives saying that it has a capacity that it is not true. Beware and do not buy from this seller.
