Tourist Refund Scheme outside of Airport in Europe?

I'm visiting Europe soon and was wondering if anyone knows if it's possible to do tourist refund scheme outside of the airport?

My situation is landing in Paris but then catching a train to London, few internal flights within Europe and finally flying out of Istanbul to Australia. If I shop in Paris, I won't have the ability to claim in the Paris airport - is the only way to wait and keep all my shopping for Turkey?

There are still customs at the Eurostar.

As only France is in the EU, you’ll need to claim for each country as you leave the country.
