    its been an issue for 10 years. If you have the game on PSN Plus you cannot buy it or if you own the base game you are forced to buy an Ultimate edition, there have been some exceptions to this but its been a problem since the early PS4 days.

    One work around if you can be bothered: Make a second PSN account and buy it on that. Sign back in to your primary account and the game will be available as both your accounts are on the same system.
