I just did a trip around Scandinavia (Norway, Sweden, Finland, Estonia, Denmark and also visited Germany).
I got a 30-day 20GB eSIM from MobiMatter for US$23. It worked perfectly in all those countries. (I also tried it in Singapore on the way home, but it didn't work. Fair enough, since it was a "Best Europe 20GB" eSIM).
At first I was careful on the amount I used it, but eventually I even used it for FaceTime video calls. I consumed about 18GB over a 26-day period.
I kept the primary SIM in my phone (an iPhone 11) but disabled data for that SIM. Then I configured the eSIM as a secondary line. This meant that I could continue receiving SMS messages on my primary number without having to pay Roaming charges. I didn't make any phone calls, but I probably could have activated my normal number for wifi calling without having to use Roaming (didn't try it).
