Actually the $10 "Tier Reward" expires 18-AUG-23 for me, I think I must of earnt $0.49 with a recent purchase which expires 18-JUN-2024.
"Tier Reward" is not where this promotion's short expiry date is!!

I got $11.49, which is a curious amount. Does anyone know if these 'insider $' can be used in store? Because Total Tools (at least the one in 'de'-Preston, VIC) has multiple long tables of cheap stuff (~$2) up near the registers.

You get Insider Rewards for spending money at Total Tools. $11.49 means you would have bought something for $149 + $10 Insider Rewards credit.

How do you get the $10 off? Is it only for existing members? I signed up a couple hours ago but but haven't received anything. I noticed the referral link in the original post. Does someone have to refer me in order to get the credit ?
As with most credit offers, need to be a member BEFORE the time credit is added.
