nope… it depends on the seeds… they're usually around $3
I buy seeds from eBay and have had a very good experience. You can buy a large range of different seeds, some rare seeds with good germination rates, and postage is only a small 75 cents regardless of how many seeds you buy.
$1 a pack for Yates is a good price. I wouldn't go near the ones that are close to expiry date though - the germination rate would be significantly decreased by now.
