Escheated eBay Gift Card

Got a refund notice at March, check today nothing is there. Query and get the followings.
Is that fair eBay takes away my refund money?

=========================
Regarding the $xxx refund for Gift card, I've check with my back end team and please allow me to inform you that, "the Gift Card were escheated.

Escheated means that the card was on our books for too long without use, and that we have sent the funds to members state’s unclaimed funds. They will need to search their states revenues department website (most likely) in order to find and request the payment of those funds to them" our internal tool indicates that the gift card was activated in 2019 and every gift card has a validity period of 3 years. Since the three years has been passed, hence you're not able to see the refund in your eBay account.

Therefore, in this case, please reach out to state revenue department to claim for the refund.

    It's in their T&Cs so yes, you're not entitled to a refund. It might be worth trying a "lost money" search just in case it is sitting with the State.
