      So in saying that both 10,000 and 20,000 mAh are both allowed to be in your hand carry. Do not put them in your luggage. It will be confiscated.

      The nominal voltage of batteries in powerbanks is just about always 3.7 volts, so 20,000mAh or (20Ah X 3.7V =74Wh).
      So as you've stated 100Wh is the limit, so this powerbank falls well under the limit for most airlines.
      The limit in Ah or mAh is 100W/3.7V =27,000mAh, so as long as the powerbank is under this number it should be accepted by most airlines.

    The USB C input of the Power Bank supports DC 5V/3A, 9V/2A, 12V/1.5A. The USB C output of the Power Bank supports DC 5V/3A, 9V/2.22A and 12V/1.66A. The USB A ports of the Power Bank support DC 4.5V/5A, 5V/4.5A, 5V/3A, 9V/2A and 12V/1.5A. The total output of the Power Bank is peaking at 22.5W Max.

      A common weakness of these powerbanks is that QC and/or USB-PD support is reduced when more than 1 port is in used and quite a lot of them simply will just fallback to 5V/2A mode for both USB-A ports when used concurrently.
