Google wallet is where you keep your cards digitally, for example I have my ING card in there when I tap and pay. Google wallet is more in-store purchases like you would with a physical card but you use your phone instead through NFC.
But Google Pay is a form of payment linked to one of your financial source. So I can link my Google pay to my paypal or ING card and where places accept Google pay, mostly apps, for example ordering McDonald's on your phone or buying an in-app bonus like game gems, it will give you the option to pay via Google Pay.

Sorry to hear that, and I hope you can get it sorted out. I signed up for that deal myself and was a bit confused by the Google Pay/Wallet difference too (still waiting to for first statement to hear about cashback). I made the purchase online on ebay which gives Google Pay option but to use that, the card had to be added to my Google Wallet app, so I'm hoping it worked. If you don't mind me asking, were your purchase/s online or in store, and did you specifically get a Google Wallet or Pay option at checkout?
Seems plainly wrong they'd reject a Google Pay purchase considering its clearly in the first condition:
To be eligible to receive $600 cashback, you must apply for the Citi Premier Card by 25 October 2023, then spend a minimum of $2,000 on eligible purchases using your new card through Apple Pay or another eligible digital wallet within 90 days from approval. Excludes Cash Advances, Balance Transfers, Special Promotions, interest, fees, refunds and Chargebacks. "Another eligible digital wallet" means Samsung Pay or Google Pay. Cashback will be credited to your Account within 16 weeks of meeting the spend criteria.

You shopped online at a merchant, and when you clicked/tapped the credit/debit card section of the online checkout, you saw a pop-up from Google Pay asking whether you wanted to autofill your card details into this section. You followed the steps to have this information autofilled.
(1) would be paying using Google Pay, because you would be using the virtual copy of your credit card stored on Google Pay, which has its own card number assigned to it that is different the card number on your physical credit card.
(2) would not be paying using Google Pay, because you used the details on your physical credit card to complete payment.

If you are still unsatisfied with the outcome of that complaint, lodge a complaint with AFCA. Citibank is likely to give you a “goodwill gesture” if they realise a complaint has been lodged with AFCA.
Hi Alex, this has been the case with every card which gives cashback or bonus points on signup that I have ever applied. Bottom line. Online purchases through google pay will not count. You need to use tap and pay using digital wallet app. As per the terms and conditions of the bank, it could be Samsung pay, apple pay, google wallet etc. Depending upon what the bank supports

I think NO in broad sense, YES in narrow. Google Pay is payment method and wallet is where you store card. In my Google Wallet, I have my Credit Card, Debit card, Covid Vaccine certificate, Boarding Pass and Loyalty cards. If I pay in EFTPOS Machine using my phone which uses my Credit card as a payment method, I am using Google Wallet, not Google Pay. But instead, say if I am buying something online using my phone, and in payment method - I'll get various options of payment: Credit Card, Gift card, Google Pay.
Not all vendors (Tap or online) accept Google Pay as payment method, but you can use Google Wallet to pay in EFTPOS Machine to the same vendor selecting Debit/Credit card stored in wallet or otherwise use default one.
