I thought OP was asking for hotels that have a restaurant open for breakfast that anyone can visit?
Like the Sofitel or Langham in Melbourne that non-hotel guests like to visit.

… or at least they did before they closed. Maybe if you visited more often OP they would still be in business!
I just head to a convenience store and grab some onigiri and an egg sandwich on my way to my destination. Japanese hotels don't do good brekky, I've stayed in a few business hotels for work and they often offer a continental brekky of toast, cereal and yogurt but that's pretty much as good as it gets unless you're staying in a 5* hotel like the Hilton or something.
Yeah no bacon, just some cocktail frankfurts and some scrambled egg if you're lucky. I would prefer a konbini brekky.
