Wondering on who Australia Post International uses (these are govt documents) from Australia to the Republic of Ireland. As its a PO Box I cant see any other choice.

It depends on many factors within logistics but default is most likely be the local post service so: An Post.

Once it leave Australian shores and arrives in Ireland, it should be Ireland's own postal service who does the last mile delivery.
I figured that one, just wondering who they use for the trans shipment phase.
I’ve had a look at 20 tracking numbers and every thing is just wild. Seems like I’m only getting “UPU” some sort of UN agency?
What if the PO Box is more than a mile away from the airport?

Loaded onto next plane going towards destination
Arrival at first airport
Reloaded to another plane if needed
Arrival second airport
Reloaded to another plane
Arrival to destination
Scanned by security if required
Handed over to local mail service
Delivered to recipient
I have sent gifts from Sydney (Australia) to County Kerry (Ireland) and each time, it has arrived with no issues.
One was an engagement gift of champagne glasses from Victoria's Basement. I wrapped it up and marked it FRAGILE and it arrived in less than 10 days with no breakage!
Another was a Samsung tablet less than $300 and was received as well.
Even Christmas cards and letters are received.
It's in good hands when it gets to Ireland so don't worry. Just pack it in an International envelope with tracking?

I can't confirm but try and see if you can speak to someone in Ireland. Perhaps call a postal service there. The thing is, there are many service providers like you suggest. It could be any one of them, including Toll Priority etc.
