I have lots of fast food gift cards I have accumulated with small amounts left (e.g., less than $1-2). Places like Maccas only let you split payment once.
Is anyone aware of any self-serve kiosks that allow split purchases or apps where I can load up the rest of my gift cards for credits?
Less than $1, why bother. That's like one 30 cent ice cream cone.

They will always be 30 cent ice cream cones, no matter what they charge for them.
That's why you can only get 1 soft serve and not 3.

Then why not just use them each time you go. Buy one item/meal at a time and use up one card.
