Depends on your definition of affordable. Maybe look for a used Microsoft Surface.

Used Surface Pro, recently got SF4 for $70 from ewaste recycler. Comes with WIFI and you can use a LTE dongle if needed.

  Surface Pro is a chonker, but it's what I would get if I needed Windows in a tablet form.
